×PRIME MINISTER HAS NO REGIONAL DELEGATIONS. AND CAN NOT ACT WITHOUT PASSING THROUGH THE ALL SURROUNDED FRANCOPHONE MINISTER WITH REGIONAL DELEGATIONS EVERYWHERE.
