Cameroon: Senators grilled cabinet ministers on bilingualism, electricity ⁰

The Senate Chamber at the Yaounde Conference Centre was yesterday June 9, 2016, the venue for Senators to check government activities as prescribed by law. Senate President, Marcel Niat Njifenji, in the presence of the Vice Prime Minister, Minister Delegate at the Presidency in charge of Relations with the Assemblies, Amadou Ali, called the House to order and announced that the plenary session was for questions to the Executive. Seven cabinet ministers were grilled on issues patterning to tourism, agriculture, bilingualism, water and electricity, environment amongst others.

The Minister of State in charge of Tourism and Leisure, Bello Bouba Maïgari, was the first to mount the rostrum to respond to a question from NUDP Senator, Pierre Flambeau Ngayap, on the impact of the Boko Haram war on tourism in the Far North Region. The Minister of State said the impact is tremendous, not only on the tourism sector, but also on agriculture, education and health. Bello Bouba stressed that the government is preoccupied most with the pressing issue of securing the population and defending the national territory, which so far have been done with great success by the Defence Forces.

This notwithstanding, moves are being made to promote internal tourism, given that diplomatic missions had advised their compatriots to stay away from the Far North Region. Similarly, the Minister of Agriculture and Rural Development, Henri Eyebe Ayissi, was also quizzed on measures taken to pre-empt food deficiency in the Far North Region. He outlined short and long term measures adopted stating the Head of State’s special food donation worth FCFA 12 billion which has been partly distributed. Agricultural machinery and the development of production zones are part of long-term measures to ensure food sufficiency in the region.

On the imbalance in the use of official languages in communicating important information, Communication Minister, Issa Tchiroma Bakary pointed out that the Constitution of the Republic of Cameroon provides for English and French as two official languages of equal status. He cited his press outings, which he said are always bilingual and the official newspaper, Cameroon Tribune, which publishes information in both languages.

Senator Simon Anja’s worry on the non-posting of French language teachers to some schools especially in Akwaya sub-division, Manyu Division of the South West Region, was also addressed by the Minister of Basic Education, Youssouf Alim Adidja. Meanwhile, measures to ease access to water and electricity were explained by Minister Basile Atangana Kouna who also said errors in the billing systems should be reported to the service providers. The Minister of Finance, Alamine Ousmane Mey, his colleague of Environment and Protection of Nature, Helé Pierre also provided answers to worries of Senators.

Biya’s Continued stay in power: Constitutional amendment slated for next week ⁰

The bill for the precipitated constitutional amendment has been well prepared and will be presented to the National Assembly for scrutiny next week. Our senior intelligence officer in Yaounde hinted earlier today that the Secretary General of the Central Committee of the ruling CPDM, Jean Kuete met secretly with Senator Niat Njifenji yesterday and finalized the deal. We understand the leaders of both the Upper and the Lower Houses of parliament have been given standing orders to speed up the adoption of the said bill without arguments.

Special envelopes ranging from 5 to 10 million FCFA have been reportedly distributed to MPs and our elected officials have been told that their request for a 4×4 jeep will be met after the voting. Cameroon Intelligence Report gathered that the bill will focus mainly on making President Biya hold on to power beyond 2018. As the day for the adoption of the purported bill draws closer, National Assembly Speaker, Cavaye Djibril has been seen pleading to all CPDM MPs to help guarantee Biya’s continued stay in power. The CPDM diabolic harsh ploy has completely left out MPs from the Social Democratic Front.

President Biya’s Court to make public the Mebara verdict ⁰

Cameroon Intelligence Report has gathered from reliable sources at the Special Criminal Court that the verdict on case number 003 / RG- TCS / 2016 involving the former Secretary General of the Presidency of the Republic, Jean Atangana Mebara shall be made public on the 22^nd of June 2016.

Minister Mebara was charged for embezzlement of 5 million US dollars in a presidential jet scandal that rocked the Cameroonian nation. Depicting the Special Criminal Court established to prosecute alleged corrupt government officials and the several Alibabas responsible for pilfering from the public treasury as the President’s court is no misnomer.

We call it the President’s court because it is one instrument of power through which the President is reining in on perceived opponents from within his CPDM power conduit. An attribute of a genuine court is the fairness of the trial proceedings in cases which are brought before the court for trial. It is not the number of convictions entered against accused.

A court is legitimate and recognized as such because of its exercise of judicial, executive, legislative and administrative independence. A court that is independent must be accessible to all citizens after all, is equality before the law, not a constitutionally protected value? The Special Criminal Court is lacking in these attributes of impartiality, judicial independence and accessibility. It is perceived more as the President’s Court than a Court of Justice.

Cameroon: Prime Minister Philemon Yang meets Sao Tome envoy ⁰

The Prime Minister Philemon Yang has met with Sao Tome and Principe’s former Prime Minister, Gabriel Arcanjo Ferreira da Costa. Cameroon Radio and Television reported that the 8^th of June 2016 meeting was intensive and productive.

Gabriel Arcanjo Ferreira was bearer of a private message from President Manuel Pinto da Costa of Sao Tome and Principe to Cameroon’s Head of State, Paul Biya.

The Republic of Sao Tome and Principe is a Portuguese-speaking island nation located in the Gulf of Guinea. It has a population of about 190.00 people and its capital city is Sao Tome.

CPDM Senate approves Paris Climate Change Agreement ⁰

The bill to authorize the President of the Republic to ratify the Paris Agreement on Climate Change was yesterday, June 7, 2016 declared admissible for scrutiny by the Chairmen’s Conference of the Senate chaired by Senate President, Marcel Niat Njifenji. The bill was submitted by government, represented by the Minister Delegate to the Minister of Territorial Administration and Decentralisation in charge of Regional and Local Authorities, Jules Doret Ndongo.

The Paris Climate Agreement was adopted during the 21^st session of the Conference of Parties to the United Nations Framework Convention on Climate Change (COP 21) that held in the French capital from November 30 to December 13, 2015. The agreement, which was later signed in New York on April 22, 2016, aims at strengthening global riposte to threats posed by climate change within a context of sustainable development and the fight against poverty.

According to government, the ratification of the agreement by Cameroon is the expression of its will to synergize with the international community to fight climate change and could enable the country benefit from financial opportunities offered by its partners for the implementation of decisions taken at COP 21.

Cameroon: ELECAM celebrates its 6 millionth voter ⁰

ELECAM, the body responsible for the organization, supervision of elections and referendums in Cameroon has revealed that over 6 million voters have been registered throughout the country.

The milestone of 6 million Cameroonians on the voters list was reached during the first four months of the year. The six millionth registered citizen was recorded in Bakassi in the SouthWest region of the country. Cameroon Intelligence Report gathered that the total number of registered voters will be made public by ELECAM after the 31st of August.

According to the constitution, registration on the electoral roll spreads from January 1 to August 31 at midnight each year. ELECAM is one of the vital tools used by the ruling CPDM crime syndicate to guarantee President Biya’s continued stay in power.

Cameroon: Senators shower praises on defense and security forces ⁰

The world’s most barbaric terrorist group, Boko Haram, is losing steam after carrying out attacks on civilian populations and Defence and Security Forces for about two years. While opening the Second Ordinary Session of the Senate yesterday, June 2, 2016, Senate President, Marcel Niat Njifenji extended Senators’ “warmest and heartiest” congratulations to Cameroon’s Defence and Security Forces as well as the “pride and gratitude” of the Senate for their vigilance and effectiveness.

“Boko Haram has been kept out of our borders and its logistical and operational capacities have been impaired,” he told the chamber, commending President Paul Biya for sparing no effort to give the Defence and Security Forces the best resources to bravely sustain the war against terrorism. While recommending the vigilance of the entire population, President Niat Njifenji praised Cameroonians for their resilient and mature spirit as they celebrated with patriotic fervour the 44^thNational Day last May 20, 2016.

The Senate President also dwelled on the need for socio-economic development, urging government to ensure that it is enjoyed by the entire population. Senators, he promised, will stand by the Head of State for the implementation of relevant recommendations of the International Economic Conference that held in Yaounde from17th to 18th May, 2016.

The plenary sitting was attended by the President of the National Assembly, Cavaye Yeguie Djibril, the Prime Minister, Head of Government, Philemon Yang, the President of the Pan-African Parliament, Roger Nkodo Dang, as well as cabinet ministers, members of the diplomatic corps and other State dignitaries.

Southern Cameroons This Time Tomorrow ⁰

Cameroon under President Biya has been an elitist and unfair society operating an imperial kind of presidency with a pattern of discrimination and systematic war against the Anglophone community.This vicious pattern of governance which was propounded by a group of Francophone Beti-Ewondo elites in politics and in the army ever since Biya came to power in 1982 has resulted in a vast ethnic and wealth disparity. And as the Biya regime shows no signs of crumbling, the spirit of peace, work and fatherland is fading away from the Anglophone communities in the country. The disparity of wealth accumulation between Francophones and Anglophones has its roots in the Beti-Ewondo imperial presidency headed by Paul Biya. Contrary to the late Ahidjo era when we had our Kilos and Nangas, in the 32 years of the Biya regime, Anglophones do not have one Cameroonian billionaire.

CPDM Cameroon is for the enrichment of the Francophones and 1 percent of CPDM South West and North West elites who spend their time and ill gotten wealth fanning the flames of North West/South West divide. The Biya regime also operates a malicious policy where the Bamilekes pretend to be “les meme gens” with our North West West brothers and help their Francophone geopolitical setting to expropriate and exploit the Anglophones. The Cameroonian society has never been fair. It was never about any Anglophone succeeding except for those who betray other Anglophones. His Royal Highness Fon Angwafor of Mankon can go around posing as National Vice President of the ruling CPDM party but even a child born in Tinta in Akwaya Sub Division in Manyu is aware that Fon Angwafor does not have access to President Biya like the Sultan of Foumban, the Lamido of Rey Bouba or the Fon of Banjoun. CPDM Cameroon has always been unfair, it will never be right if the people of the North West and South West province do not read from the same script.

Today, it is almost impossible to speak English in any government building in Southern Cameroons. Under Biya, we have had 32 years of some kind of slavery and discrimination from French speaking Cameroonians. Perhaps, I should bring myself into this editorial for this week!! Where do I really belong? In Southern Cameroons, I am a minority from the South West. In the Republic of Cameroon, I am a minority from the Anglophone community. In Europe, I am a black man, still a minority!! Where do I go from here? In both the South West and North West regions of Cameroon, Francophones have 50 times the wealth of Anglophones. For everyone Anglophone captain in the army, there are 100 Francophones. For everyone Anglophone diplomat, there are 101 Francophones and for every 2 Anglophones SDOs, there are 100s of Francophones senior divisional officers. No Anglophone can even muster the courage to seek a government contract amounting to a billion FCFA!! Who are you?

Protest against financial inequality is what led to many Fulanis joining the Boko Haram Islamic sect. The Biya Francophone Beti-Ewondo regime is speeding up developmental issues now in the Far North region. But in the Bakassi peninsular in the South West region, there is no sign of improvement. The Anglophone Diaspora should please raise their game!! We should move away from organizing ekpe, mbagalum, and bottle dance etc to more serious issues. A stitch in time saves nine

Photo exhibition in honor of late Minister Peter Agbor Tabi ⁰

A photo exhibition in honour of the late Deputy Secretary General at the Presidency took place at the International Relations Institute of Cameroon (IRIC). It is said a picture is worth a thousand words. The over two dozen photos exhibited in lecture hall AB2 of the International Relations Institute of Cameroon, yesterday June 1, 2016, in honour of late Prof. Peter Agbor Tabi, former Deputy Secretary General at the Presidency of the Republic and the Board Chairman of the University of Yaounde II, spoke volumes of his stewardship at IRIC as Director as well as Minister of Higher Education.

The pictorial exhibition to pay tribute to the fallen university don was opened by the Secretary General in the Ministry of Higher Education, Prof. Horace Manga Ngomo, in the presence of the Rector of the University of Yaounde II, Soa, Prof. Ibrahima Adamou, staff and students of IRIC. The Director of IRIC, Pierre Emmanuel Tabi, led officials into the exhibition hall where he explained the importance of some of the photos. The pictures essentially showed his administrative life as Director of IRIC, Minister of Higher Education and Honorary Director as well as his academic life as lecturer in the institution.

Some of the pictures as Director of IRIC were taken when he received the then Higher Education Minister, Abdoulaye Babale, the then Deputy Secretary General of Organisation of African Unity (OAU) Tiendreberogo amongst others. Other pictures such as those he chaired a jury of PhD defence and dispensing lectures portrayed his academic life in IRIC. Meanwhile a condolence register has been opened at the Institute.

Ambassador Mendouga: Call no man happy until he is safely in his grave ⁰

Jerome Mendouga, who boasted of his close kinship with Paul Biya could never have believed that he will end a 30 year diplomatic career in Jail, under Biya’s regime. Mendouga who has real estate property in Bangui and many other African capitals where he has served, at attempted to seek asylum in the United States and Canada to no avail.

Ironically, he spent 15 years in Washington D.C misrepresenting to the US government that in Cameroon the rule of law prevails, and that claims by asylees that they are being locked up in Kondengui are false. He had his mea culpa when he went to Yaounde, only to end up in Kondengui. When the “Washington Dipomat” (magazine) interviewed him a few years ago, he was so distraught and ashamed. He claimed that if anyone told him that he will end his thirty year service to his country in jail, he could never have believed.

Mendouga’s death in the ignominy of Kondengui, is a testament to the perfidy of the Biya dictatorship, which devours friend and foe alike. Now that Gervais Mendo Ze is in Kondengui, it would be sweet Karma if he too kicked the bucket inside his kinsman’s dungeon. In Mendo Ze’s case they will need a really big coffin.
