The Anglophone General Conference: Nonsense against nonsense ⁰

I have so far not heard the proponents of the purported conference call for a halt to the war, the genocide and proposed a ceasefire to pave the way for a proposed international intervention. In the result, the purported conference cannot be in the interest of victims who are systematically being exterminated.

In my close to twenty years doing cases relating to armed conflicts in and out of Africa, I am not aware of any solution to a war declared by a state party to the Geneva Conventions which LRC is, that commenced with a conference prior to mounting pressure for a cessation of hostilities, a truce or a ceasefire. The rationale for this is to provide an opportunity for victims’ participation.

Although, I cannot second guess the intention of the organisers of the purported conference, it is as obvious as day follows night, that the outcome of the conference will be teleguided by LRC. LRC made frantic attempts to and did misrepresent through CRTV, the deliberations of ACC II which held in Bamenda. They have just manipulated the results of their own elections. The organisers of the conference are very much aware of the possibility of LRC manipulating the outcome of the conference and building on that to inform their propaganda that either the so-called inclusive dialogue has occurred or that the conference has come out in support of a “one and indivisible Cameroun” sacrificing the victims for the political ambition of a gullible elite once again. Any conference without Paul Biya calling off the war which he declared will benefit LRC and not the victims.

The organisers are insensitive to the plight of victims. By failing as a precondition to condemn the monstrosity of the genocide, crimes against humanity and war crimes in which civilians have been targeted, civilians settlements torched, civilians deported from their ancestral lands, their subsistence economy looted or destroyed, many abducted from their homes or foreign lands to concentration camps and underground dungeons in military and paramilitary encampments in violation of international law, women and girls raped and murdered, and all forms of egregious violations imaginable, the proponents of the conference will through this conference provide an opportunity for LRC to shift international focus from their responsibility for these crimes which so far have attracted as we all know, the attention of the Special Adviser of the UN SG on the Prevention of the Crime of Genocide and international momentum towards holding the LRC criminal to account is gathering.

For the above reasons, I am of the considered opinion that the idea of a conference at this point in time is a critical misjudgment and will exacerbate rather than attenuate the disastrous effect of the conflict.

Boko Haram: 57 Chibok girls seen in Cameroon ⁰

Fifty-seven Chibok school girls being held by Boko Haram have been sighted in two villages in Cameroon, parents of the abducted girls told Daily Trust on Sunday yesterday. The girls were seen by other female captives who at different times were kept by the insurgents in the two villages in northern part of Cameroon, the Chairman of Chibok Girls Parents Association, Yakubu Nkenke, told our correspondent yesterday.

Nkenke said the girls who escaped and returned to their village near Chibok, disclosed that the 57 girls were broken into two groups and held in Garin Magaji and Garin Mallam villages located in Marwa in northern Cameroon. According to him, all the girls were married off to Boko Haram fighters across the border and many of them had children.

“Some of the captives escaped from the villages and spent months in military facility in Bama, where they were screened before they were finally released. One of them told us she met many of our abducted girls in two Cameroonian villages”, he disclosed.

“Seven of the abducted Chibok girls are living in Garin Magaji, while 50 others are held in Garin Mallam where they live with their husbands and children,” he added. Nkenke said testimonies from parents as well as records in the association’s register matched the names of the girls mentioned by the escapees.

Calling on President Muhammadu Buhari to collaborate with his Cameroonian counterpart to rescue the girls, Nkenke said he believed the military had got the information when they screened the escapees in Bama five months ago.

The Chibok leader noted that the information had thrown Chibok community into confusion and grief as parents expected the authorities to swing into action.

Daily Trust had reported on Friday that 25 parents of the abducted girls have died. However, Nkenke reiterated that the parents remained grateful to the federal government under Buhari, for negotiating the release of 112 girls and rescuing four others.

“Following the visit to Dapchi town by a federal government delegation to meet the parents of Leah Sharibu, the only remaining Dapchi school girl in Boko Haram captivity, the parents of more than 100 Chibok girls still with the insurgents called on President Buhari to extend a similar gesture to Chibok.

“The parents trust the Buhari administration because they fulfilled their promises on the freed 103 girls. Even the four who escaped on their own were able to make it because of the pressure mounted on the insurgents. But as human beings they feel it is taking too long to bring back their children after they were told it would happen soon”, he said.

Meanwhile, a former Boko Haram female captive, Zainab, who escaped three months ago told our correspondent that she lived with three Chibok girls in a mountain community, Dutsen Ibrahim, around Gwoza in Borno State, near the Cameroon border.

“I met some of the Chibok girls in Sambisa, when I lived with my first Boko Haram husband in Sambisa. After my husband died in a battle, I was married to another man, Nuru and we moved to Dutsen Ibrahim, near Ngoshe. There I met three Chibok girls. One of them now bears the Muslim name, Zainab but I don’t know her Christian name. The other one is Yagana,” she said.

When contacted, Col. Clement Nwachukwu, the Media Coordinator, Operation Lafiya Dole, said he could not comment on the matter as he had been outside Maiduguri, his operational base and he was therefore not aware of such development.

“I am in a noisy environment, I am currently in Biu for an assignment, so I don’t have update on what is going on there”, Col. Nwachukwu said.

French Cameroun: Police arrest dozens amid anti-government protests ⁰

An official in Cameroon says anti-riot police have arrested at least two dozen people who staged peaceful protests Saturday against the re-election of President Paul Biya.

Territorial administration minister Paul Atanga Nji said among the arrested is a lawyer who represented opposition candidate Maurice Kamto who said he won the Oct. 7 election.

Nji said the government wouldn’t tolerate acts to undermine Cameroon’s security as it prepares to inaugurate 85-year-old Biya for his seventh term in the coming week or so. Cameroon’s constitutional council declared Biya’s win with 71 percent of the votes followed by Kamto with 14 percent.

The government on Friday announced that it had banned all protests and public demonstrations.

Hundreds gathered Saturday and promised to continue demonstrations until Biya, who has led since 1982, leaves power.

Professor shot dead in Southern Cameroons ⁰

Gunmen have killed a linguistics professor in Cameroon’s volatile English-speaking Northwest region, hit by a bloody separatist campaign and a brutal security crackdown, a university official said Friday.

Paul Kuban Mbufong was shot dead on Thursday while going to work in the University of Bamenda, the institution’s rector, Emmanuel Suh Cheo, said in a statement.

“He was killed by unidentified attackers who followed him to the place where he tried to hide” behind a nearby town hall, Cheo said, calling it a “macabre act”.

University staff said the murder of the academic, who was also in charge of administration, bore the hallmarks of the “Amba boys,” or separatists fighting for an independent English-speaking state called Ambazonia.

The two anglophone regions in western Cameroon are the site of an uprising by armed separatists, who have also called for a boycott of local schools. They argue the French-language education system penalises English-speaking students.

Since the start of the new term in September, insurgents have killed one principal, mutilated a teacher and attacked several high schools.

The violence, which erupted last year, has claimed the lives of at least 420 civilians, 175 members of the security forces and an unknown number of separatists, according to the International Crisis Group (ICG) think-tank.

Yaounde’s days as reliable U.S. partner may be numbered ⁰

The re-election this week of Cameroon’s President Paul Biya — in power since 1982 — could be bad news, not just for Cameroon and the region, but for the United States.

Cameroon for a long time was regarded as a paragon of stability in a part of the world too often marked by insecurity, civil wars and coups. During the Cold War, the country remained close to France, which served French political and economic interests while also suiting the United States, which appreciated French dominance in the region as a barrier to Soviet influence, not to mention Cameroon’s status as a modest but stable oil producer.

More recently, in 2013, Cameroon emerged as a valuable counterterrorism partner when the Boko Haram insurgency spilled over from neighboring Nigeria. Cameroon’s military joined the fight alongside regional militaries and with the backing of France and the United States, which boosted security assistance to the country, according to USAID data (the level of aid has since dropped), although as many as 300 U.S. soldiers remain deployed to the country to support and train the Cameroonian military. Cameroon also benefits from French security assistance (in 2013, Cameroon played a key role in France’s military intervention in the Central African Republic as a logistical hub and port of entry). Bolstered by outside help, the Cameroonian security forces have proven remarkably effective.

The problem is that under Biya, the Cameroonian government is rapidly becoming more authoritarian and bloody-minded, making insecurity worse, rather than better. The country’s days as a reliable partner seem numbered.

In the fight against Boko Haram, the Cameroonian military has racked up a deplorable record of human rights abuses committed against civilians in the name of counterterrorism, including abuses committed by the American-trained Rapid Intervention Brigade. This summer, videos emerged of Cameroonian forces killing civilians, including particularly shocking footage of an execution of women and children. One of the women was shot with a baby strapped to her back, which was also killed.

Cameroon’s harsh tactics might be working, at least in the short term: Violence committed by Boko Haram has declined, according to data collected by the Armed Conflict Location & Event Data Project. History, however, suggests that Cameroonian forces are only sowing the seeds of future conflict. The bloodshed, moreover, increasingly is overshadowed by a much more dangerous conflict that is entirely of the Cameroonian government’s making: A violent insurgency in the country’s English-speaking regions, known as Ambazonia, a vestige of British rule over a portion of the country after Britain and France took the country from Germany at the end of World War I.

The conflict has been “decades in the making,” ever since 1972 (before Biya), when Cameroon’s government abandoned federalism and tried to integrate the once British-governed regions into a centralized state without taking steps to protect the rights of anglophones, heed their interests or ensure their enjoyment of a proportionate share of benefits and opportunities. Thanks largely to heavy-handed repression under Biya, people who might once have protested peacefully have now taken up arms, to which the government has responded with mounting violence. The entire crisis, it must be stressed, was entirely avoidable, as at any point since 1972 the country’s leaders might have found ways to accommodate better their anglophone communities.

Under Biya, Cameroon is on track to become weaker and less stable, and therefore less useful as a partner, even if one were to set aside the question of the propriety of working closely with an increasingly abusive regime. Indeed, even French President Emmanuel Macron reportedly has been slow to congratulate Biya for his election victory. Rather than being part of the solution to the region’s terrorism problem, Biya may be becoming part of the problem.

Cameroon bishops say election results ‘decided before voting took place’ ⁰

Catholic bishops in Cameroon have disputed the results of the Oct. 7 presidential election in the country. The official results were released on Oct. 22 and declared incumbent Paul Biya the winner with 71 percent of the vote, with his main challenger, Maurice Kamto, only receiving 14 percent.

Biya’s ruling Cameroon People’s Democratic Movement (CPDM) party has been accused of massive electoral fraud to keep the 85-year-old leader in office for another seven years. Biya is Africa’s longest serving president, having entered office in 1982.

In the latest election, he was challenged by seven other candidates. In an Oct. 23 press conference, the president of Cameroon’s bishops’ conference, Archbishop Samuel Kleda, said serious questions needed to be asked with regard to the outcome of the ballot.

“This election led me to ask questions,” the archbishop told journalists in Douala.

He noted the large turnout for the president in the Far North Region of the country as being particularly suspicious.

The region is home to the worst poverty levels in Cameroon, with 74 percent of the people living below the poverty line compared with 37.5 percent nationally, according to the International Crisis Group.

“I don’t see up to 89 percent of people going through such suffering voting for the same person who has been there, doing nothing about the hardship of the people…the far north is one of the poorest and most undeveloped regions in Cameroon…I am seriously puzzled by those figures,” Kleda said.

“This means that all the problems we were looking to resolve before the election will not be resolved.” he added.

The archbishop also questioned the declared victory of Biya in the troubled North West and South West regions.

These are the Anglophone areas of Cameroon and have been engulfed in violent clashes dating back to October 2016.

Teachers’ and lawyers’ strikes over perceived attempts by the francophone-dominated administration to destroy the Anglo-Saxon-educational and legal systems practiced in Anglophone Cameroon mutated into political demands for independence by the Anglophone minority.

Kleda noted that the fighting in the two regions had displaced large numbers of people who couldn’t therefore vote.

“At a time when it was impossible to campaign in the two regions, where are all these figures coming from?” Kleda asked.

Kamto, who claims the election was stolen, has called for the annulment of the results in seven of Cameroon’s ten regions, citing cases of massive fraud.

Another opposition candidate, Joshua Osih, has called for the annulment of the entire poll, because “no election took place in the North West and South West Regions.”

“If I am declared winner of this election, I will decline to be sworn in because I cannot be president of only one part of Cameroon,” Osih told the country’s Constitutional Court.

Kleda complained about what he called the “hasty ruling of the Constitutional Council” in declaring the official results.

“I think all the candidates, Kamto, Cabral and Osih had a strong case and proofs to show there were irregularities, especially the petition of the SDF [the main opposition party] on the North West and South West Regions where few people voted…They had to listen to them… Cameroon is a country with the rule of law, the council kept rejecting all the petitions based on technicalities which was not normal,” the archbishop said.

Kleda then dismissed the results as prefabricated saying it was a trend in the region.

“One has the impression that in the Central African sub region, election results are decided before voting takes place,” he said.

The Emeritus Archbishop of Douala, Cardinal Christian Tumi, a virulent critic of Biya, surprisingly took a more conciliatory tone.

“I would say only one thing: let’s take everything as God’s will, because no one wields power on earth which doesn’t come from God. Those who govern us will render account of how they governed us to God. So, let’s not create problems for them. Let’s accept (the results) and wait for another occasion to choose another person,” the cardinal said.

The bishops are considered by many to be a key to peace in the country, which is 40 percent Catholic.

In May, the Brussels-based International Crisis Group issued a report on Cameroon saying other than the Catholic clergy, “there are few prospective peacemakers.”

“If no one fills that role, the separatist sentiment already voiced by many Anglophones will continue to grow, fueling further violence and exacerbating the ongoing insurgency in the Anglophone regions,” the report said, before noting the 2018 elections could be “a flashpoint.”

European Union urges Cameroon “president-elect” to unite country ⁰

The European Union on Thursday urged Cameroon’s president elect, veteran strongman Paul Biya, to unite his country and overcome its troubles following elections. The Constitutional Council, dominated by Biya loyalists, said on Monday the 85-year-old leader had won 71.3% of votes in the October 7 poll marred by allegations of widespread fraud, low voter turnout, and violence.

Reacting to the council’s announcement four days later, the EU’s diplomatic arm, the external action service, issued a mild statement that did not mention the fraud allegations.

“The European Union expects the President-elect to bring together all stakeholders to overcome the challenges facing the country, to the benefit of all Cameroonians,” a spokesperson said without mentioning Biya by name.

“While elections were generally held in a peaceful manner, some parts of the population were unable to take part in the vote,” the statement said.

“The EU reiterates its concern about the situation in the North-West and South-West regions of the country.

“It is crucial that the authorities are open to the proposals of civil society and religious authorities for a peaceful and lasting resolution of the crisis, and that a process of dialogue be launched as soon as possible with all actors in favour of peace.”

The EU statement said African Union calls to strengthen the legal and institutional framework for elections in Cameroon “could increase voter confidence in the electoral process and make it more inclusive.”

“Such reforms are crucial and the EU stands ready to accompany such a process,” it said.

The EU has sought to put Europe and Africa on equal footing in a new approach to the continent, fuelled in part by efforts to reduce migration to Europe.

“Africa does not need charity, it needs a balanced partnership and Europe needs this partnership just as much,” European Commission head Jean-Claude Juncker said last month.

The US State Department took a tougher line Monday, saying voting irregularities cast doubt on the credibility of Biya’s latest victory and urged a peaceful way forward under Biya, who has ruled Cameroon with an iron fist since 1982.

Douala: French Cameroonians protest Biya’s rule ⁰

“Bread and sardine are finished. Hunger has struck. Douala in chaos. The people want their victory”. These were the words used by our senior political man to describe the demonstrations that started earlier today in Douala in French Cameroun

Hundreds of French Cameroonians held a scantily attended protest today in Douala to demand an end to Biya’s rule, but soldiers and elements of the gendarmerie dispersed them with tear gas and warning shots.

The Kamto Campaign had called for demonstrations to press the 85 year-old President Biya to respect the will of the people by handing power to the man widely believed to have won the October 7 presidential polls in Cameroon.

The Douala protest is the first after the Constitutional Council reportedly denied Prof Maurice Kamto’s apparent victory in a presidential election that was subsequently scuttled by the election body known as ELECAM.

But relatively few Francophones responded to the Kamto Campaign call, underscoring that, while the Biya regime is deeply unpopular, few French Cameroonians are ready to actively confront it. Many French Cameroonians are consumed by their daily struggle for survival amid Cameroon’s economic collapse.

The Biya Francophone government had banned today’s protests and troops heavily deployed around Douala and in the nation’s capital Yaounde to prevent them. An estimated 500 people, mostly young men, gathered around the Bonanjoh and Deido districts many carried anti-government placards and leaflets. But the police swept into the areas, firing tear gas canisters and warning shots into the air. No deaths or injuries were immediately reported.

The army also took to the streets in Yaounde, but the capital city, remained calm.

Football: Brazil to play Cameroon in last friendly of 2018 in London ⁰

Brazil will play its last friendly of the year against Cameroon in London on Nov. 20, its soccer confederation said on Thursday.

The last time the teams met was during the group stage of the 2014 World Cup when Brazil won 4-1 in Brasilia with a Neymar double.

On Nov. 16, Brazil will face Uruguay in London. Coach Tite will announce his squad for the two friendlies on Friday.

Brazil has won all four friendlies since the 2018 World Cup in Russia, against United States, El Salvador, Saudi Arabia and Argentina.

Tite is preparing his players for the 2019 Copa America tournament that Brazil will host.

Yaounde: Tongues wag over the publication of a tender for the construction of a villa for the President of the Constitutional Council ⁰

Tongues have been waging following the publication of a tender for the construction of the residence of the President of the Constitutional Council of Cameroon, just a day after the agency declared 85-year-old President Paul Biya winner of another seven-year mandate.

“In the perspective of development of state patrimony, the minister of State Property, Surveys and Land Tenure hereby launches an open national invitation to tender for the construction work of the residence of the president of the constitutional council based in Bastos,” the public tender, published in the state-run bilingual daily, the Cameroon Tribune, reads.

Bastos is a high end secure neighbourhood that serves as a principal diplomatic region in Yaoundé.

Election results

The $477,000 (FCFA 272.7m) residence will be occupied by the pioneer president of the council, Justice Clement Atangana, who proclaimed President Biya winner of the October 7 election with 71.28 percent of the votes cast.

Many denizens have been commenting about the tender by the Yaoundé authorities.

A journalist and member of the opposition Cameroon Renaissance Movement (CRM), Ms Angela Forbin, suggested that the house was “compensation” to the president of the constitutional council for “cooking up election results in favour of Biya”.

But Mr Ngala Gerard, a member of the ruling Cameroon People’s Democratic Movement (CPDM), argued that the residence was for the president of the Constitutional Council, and not Justice Atangana.

Outgoing president

“As a senior state functionary, the President of the Constitutional Council is entitled to a residence. The tender is for the construction of a state residence which will be occupied by the president of the council, whoever he or she is or will be. It is not for the construction of Justice Clement Atangana’s private residence,” Mr Ngala said.

During the hearing of post-election petitions in Yaoundé last week, lawyers of CRM’s flagbearer Maurice Kamto argued that over 50 percent of members of the Constitutional Council, including the president, were affiliated to the ruling CPDM party.

The council members were appointed by President Biya.

Prof Kamto, who has maintained he won the October 7 election, said the vote was organised by a “doubtful independent institution” (Elections Cameroon, ELECAM) and supervised by a constitutional council “that almost all its members are militants of the ruling party, all appointed on a discretionary bases by the outgoing president”.
