Boko Haram Crisis: Biya regime partners Borno Govt in Nigeria for repatriation of refugees 0

Cameroonian Government in partnership with Borno State Government have embarked on a strategic approach to ensure repatriation of thousands of Internally Displaced Persons, IDPs taking refuge in some parts of Minawawo camp.

This was disclosed on Tuesday by the Governor of Far -North Region of Cameroon, Mr Midjiyawa Bakari, who is also the sitting Executive Secretary of the Forum of Governors of Member States of the Lake Chad Basin Commission, LCBC, while he led a 19-member delegation including representatives of International Non- Governmental Organisations, INGOs on a courtesy call on governor Babagana Zulum of Borno state.

Bakari said, they were in Borno as part of bilateral cooperation to ensure restoration of peace and civil authority in some parts of the communities ravaged by insurgents in the region, which has left thousands of innocent civilians homeless, without means of livelihood in the past seven (7) years.

“It is a singular honour and a privilege for me to take the floor this day in Maiduguri, capital of the Borno State, in my capacity as the Sitting Executive Secretary of the Forum of Governors of Member States of the Lake Chad Basin Commission, on the occasion of my working visit to member States of the said Commission.

“Let me first of all use this opportunity to express my gratitude to the Governor of Borno State, His Excellency, Professor Babagana Zulum and to the Nigerian people of Borno State for their warm and hilarious welcome that was given to me and my delegation since our arrival on Monday.

“I would also want to express my very profound gratitude and my

recognition to His Excellencies Muhammadu Buhari and Paul Biya, Presidents of the Federal Republic of Nigeria and the Republic of Cameroon, respectively, for their magnanimity and very high sense of clairvoyance in authorising this working visit.

“Their personal engagement in the fight against transborder insecurity in the Lake Chad Basin, attachment to the ideals of peace and durable development have remained major sacred challenges.

“Let me also use this opportunity to magnify the quality of relations which characterise the good neighbourliness between the Far North Region of Cameroon and the Federated State of Borno, sharing a common border, signifying the similitude of security challenges, economic growth and sustainable development, which led to the peaceful repatriation of about 5,000 refugees from Cameroun back to Banki community of Borno state last year.

“The main object of our working visit comes as a follow-up to the resolutions of the last Session of the Forum of Governors of Member States of the Lake Chad Basin Commission, which took place from the 4th to the 5th of October 2021, in Yaounde (Cameroon).

“During this forum, I solemnly took the engagement to follow up in each member State, Region and Province of the Basin of Lake Chad, the putting in place of priority actions of our Territorial Actions Plans (TAPS), that were presented to our development partners, validated and sanctioned in the Final Communiqué.

“It is therefore an opportunity for me, as announced earlier, to see the reality of the realisations and acquaint myself with the realities in the field, the challenges encountered, so that together we can know our strengths and weaknesses.

“Recall that the region has faceda global menace, and there should be a global action and common strategies to combat it.

“It is not a secret to anyone here that the Far North Region of Cameroon, and the Federated State of Borno in the Federal Republic of Nigeria share certain common preoccupations, whether in the humanitarian, security or socio-economic domains.

“The present working visit will give us the occasion to present the Transborder Security Context and the Perspectives of the Synergy of operations.” Bakari stated.

He added that, the meeting will present the perspectives of ameliorating transborder cooperation in the management of ex-associates and ex-fighters of Boko Haram and the problematic of transitional justice and the procedure of the repatriation of ex-fighters of Boko Haram after executing their prison terms.

Beside, Bakari said, “The Challenges of autonomisation of the women, in view of their effective participation in the process of stabilisation; – The progress made in relation to Joint Transborder Territorial Action Plans and the perspectives of consolidation of acheivements; – The situation of Nigerian refugees in the Far North Region, internally displaced persons and the perspectives of repatriation would take the centre stage of discussions.

“The mutualisation of our visions and approaches for sustainable solutions to our preoccupations, necessitates the present initiative whose final objective resides in the need for a synergy of actions, to mutually achieve beneficial results, notably the complete eradication of the nebulous Sect, Boko Haram.” He said.

Responding, Governor Zulum of Borno state, commended Bakari for the visit, and pledged that his administration will continue to give maximum support and cooperation to find a lasting and durable solution to the over decade crisis.

Zulum said, since the displacement of people living in the shores of the lake Chad, Borno people taking refuge in Cameroun, Niger and Chad Republic are treated in good manner, and is very encouraging.

“On behalf of the Government and people of Borno state, i commend His Excellency Mr. Bakari for the visit, and i assure you of my administration’s resolve to continue give maximum support and cooperation in order to find a lasting and durable solution to the over decade crisis.

” Since the displacement of thousands of innocent people living in the shores of the lake Chad, Borno people taking refuge in Cameroun, Niger and Chad Republic are treated in good manner, and is very encouraging.

“Last year, when we repatriated our refugees back to Banki community in Bama local Government area, Camerounion Government through your good office as Governor and Far-North Region has assisted us with over 100 vehicles, with food and non-food items which helped in the stabilization and restoration of their means of livelihood.

“The crisis in the region is enormous that requires enough resources to mitigate, and with the improved peace, we call on all and sundry to come to our aid in this trying moment.

“I am hopeful this Technical Review Meeting, TRM will usher a new course for strengthening our Internal reintegration, enhance border security and reopen markets for sustainable development”. Zulum stated.

Angolans vote in tight race 0

Angolans were casting ballots on Wednesday in what was expected to be the most competitive vote in their country’s democratic history, with incumbent President Joao Lourenco squaring up against charismatic opposition leader Adalberto Costa Junior.

The election has been overshadowed by Angola’s many woes – a struggling economy, inflation, poverty and drought, compounded by the death of a former strongman president.

The People’s Movement for the Liberation of Angola (MPLA), which has ruled the oil-rich nation for nearly five decades, is facing its most serious challenge since the first multiparty vote in 1992.

“It’s been 20 years of peace and we are still poor,” said Lindo, a 27-year-old electrician queueing up to vote in Nova Vida, a middle-class suburb of the capital Luanda.

“The people want change — the government doesn’t provide for people’s basic needs,” said Lindo, who gave only his first name.

Eight political parties are running, but the real contest lies between the MPLA and its long-standing rival and ex-rebel movement the National Union for the Total Independence of Angola (UNITA).

Opinion polls suggest that support for the MPLA – which won 61 percent of the vote in 2017 elections – will dwindle, while the UNITA, which has entered an electoral pact with two other parties, will make gains.

But UNITA’s inroads might not be enough to unseat Lourenco, 68, who succeeded veteran leader Jose Eduardo dos Santos five years ago.

“The margins will be closer than ever before… but the advantages of incumbency mean MPLA is still odds on to pip Costa (Junior),” said Eric Humphery-Smith, an analyst at London-based Verisk Maplecroft.

Appeal to vote

The MPLA traditionally wields a grip over the electoral process and state media in Angola, but the opposition is urging supporters not to be intimidated.

“This is a historic day,” Costa Junior declared, after casting his ballot.

“It is important that this day be a celebration,” he said, urging “full turnout and for all ballots to be counted.”

Lourenco urged citizens to come out and vote because “in the end it’s all of us who will emerge winners and it is democracy that wins” he said after casting his ballot at Lusiada de Angola University in Luanda.

Opposition and civic groups have raised fears of voter tampering, and social media is rife with claims of dead people registered to vote.

Costa Junior, 60, is popular among young people — a significant and growing voting bloc — and has pledged to “eradicate poverty” and create jobs.

Poverty and graft

Lourenco, a Soviet-educated former general who had promised a new era for Angola when he was first elected, has trumpeted a list of achievements.

He is credited with making far-reaching reforms in one of southern Africa’s economic powerhouses.

They include boosting transparency in the financial sector and efficiency in parastatal organisations, and promoting business-friendly policies to lure foreign investors. His government has managed to attract back global diamond miner De Beers, which had quit 10 years ago.

But little has changed for most of Angola’s 33 million people for whom life is a daily grind.

Angola is Africa’s second largest crude producer, but the oil bonanza also nurtured corruption and nepotism under dos Santos, who died in Spain last month.

The low-key, night-time repatriation of his remains in the final leg of campaigning has added a macabre touch to the election.

Dos Santos will be buried on Sunday, which would have been his 80th birthday.

Analysts warn that any MPLA attempts to capitalise on the funeral could backfire, given widespread anger over his legacy among young people.

Some 14.7 million people are registered to vote at 13,200 polling stations across the vast southern African nation.

Angolans living overseas are for the first time able to cast ballots from abroad.

Results are expected within a few days. In past elections, results have been contested, in a process that can take several weeks.

The Moderator of the Presbyterian Church in Cameroon the so-called Right Rev Fonki Samuel is no longer a popular Man of God, and probably the single-biggest drag on his recent showing-in is the brand new 4×4 jeep that he acquired for himself and his wife!  Social media releases last week, shows pressure is mounting for Mr. Samuel Fonki to step down soonest. It’s unlikely. Perhaps, therefore, it’s good timing for Mr Fonki to travel out of the country in the coming days.

Moderator Fonki intends to jet to the USA first. But there, he’ll meet a sea of disgruntled PCC diaspora members who will of course push him to discuss prospects for a new and decent Moderator!  We suspect the US embassy will be wary of granting him a visa as corruption allegations against him from prominent pastors in the PCC are emerging at catastrophic rapidity.  

If Jesus Christ (Peace upon Him) were among us today, he wouldn’t miss a moment to fight this outrageous Moderator of the PCC! The Presbyterian Church in Cameroon is a group of persons who are   believing Christians!  Presbyterians are the type of Christians who take action while praying and thinking. And Christ came into this world to fight evil. He came to confront evil. He risked his life. He sacrificed his life to fight evil men like Moderator Fonki.

If there’s one good thing that history teaches us about Presbyterians, it is their anti-dictatorship nature and seeking of truth and justice against the oppressors. We of the Cameroon Concord News Group have no doubt that if Christ were among us today; he would have been at the forefront of the battle against Moderator Fonki, his corrupt and evil tendencies and all forms of oppression deep within the Fonki-led synod.

Meanwhile Cameroon Concord News Group will be considering the aftermath of a pro Fonki blog reaction to our investigative stories that developed late last week.

Our other concern now with the Presbyterian Church in Cameroon is who gets to fill the disgraced Moderator Fonki’s shoes, and when. In the days ahead, we’ll hear how it is a US-based Pastor who is behind Cameroon Concord News investigation on the Fonki leadership of the PCC.

We shall be publishing in the weeks ahead how pro Moderator Fonki’s men in the synod are crafting their words and arguing why the Presbyterian Church in Cameroon should not be seen as a criminal enterprise even though they all agree that Mr. Fonki Samuel has been such a toxic failure that every Christian wants him gone as soon as possible.

We’ll also be publishing some simple but tough questions we have addressed to the demon in cassock in our modest effort to help him make sure that the grim state of the PCC does not stir even more protests.

Again, thank you all Cameroon Concord People for your own messages and comments on the goings-on in the PCC!  Moderator Fonki Samuel himself is overwhelmingly at fault, and he will be gone soon and very soon as many now fear the  PCC would be lost if he stayed around.

According to the Immigrations Office of Belgium, in the first six months of 2022, Cameroonian students filed a total of 646 applications, and Moroccan students filed a total of 621 applications for long-stay visas, SchengenVisaInfo.com reports.

Data further show that 436 Cameroonian students applied for a long-stay visa in Belgium to pursue their studies in a state higher education institute, whereas 208 of them applied for a visa to be able to attend Belgian private institutions.

As for Moroccan students, the Belgian Immigrations Office shows that 577 students from Morocco applied for a long-stay visa to continue their education in a state institute, and another 6 of them applied for a visa to pursue their education in private institutes.

Based on the number of applications filed for long-stay visas, Chinese students were ranked third. They filed a total of 241 applications. The top ten list also includes students from Turkey, India, the United States, and Iran.

As for overall data, it has been revealed that in the first half of 2022, Belgium received almost 2,100 long-term visa applications from students all over the world.

Apart from receiving and issuing a high number of long-term visas for students, the Belgian authorities also extended the long-stay ID card for around 90 per cent of applications of 2,348 students.

All students and citizens of third countries that have not reached a visa liberalisation with the EU or an agreement with the Schengen member countries need to apply for a visa in order to be permitted entry to Belgium.

Students applying for a Belgian long-stay visa must submit all the required documents such as a student visa application form, a valid passport, two passport photos, health insurance, proof of financial means, a supporting letter, proof of English proficiency, proof of non-criminal convictions, and a high school diploma.

Those applying for a student visa must prove that they have enough income to support themselves during their stay in Belgium.

The Belgium student visa costs around €200, including the application process as well as the administrative feed.

Once in Belgium, students have eight days to register at a local administration office and get a residence card. By holding such a card, students are permitted to stay in Belgium for the duration of their study course. Generally, a student visa is issued for one to two years.

Bamenda Ecclesiastical Province:  Bishops Decry Drug Abuse, Violence in Schools 0

Catholic Bishops who are part of Cameroon’s Bamenda Ecclesiastical Province have, in a collective message, decried the increasing cases of drug abuse and violence in schools in the Central African nation.

In their Sunday, August 21 statement, members of the Bamenda Provincial Episcopal Conference (BAPEC) urge the government to “intensify sensitization on the damaging effects of indulging in the abuse of drugs and in violence.”

They express concern about “the growing frequency of drug abuse and violence registered in schools all over the Country in the course of the 2021/2022 School Year.”

“Such acts of self-destruction can seriously compromise the attainment of the goals of education in schools,” the Catholic Bishops of the five Episcopal Sees located in the Cameroon’s Anglophone regions say.

In their collective statement that the Catholic Church leaders at the helm of Bamenda Archdiocese and the Dioceses of Kumbo, Kumba, Mamfe and Buea Dioceses issued at the end of the 73rd BAPEC meeting, they advocate for “a holistic approach that engages all the stakeholders in the domain of education.”

They urge the government to “intensify sensitization on the damaging effects of indulging in the abuse of drugs and in violence, and also reinforce the application of measures aimed at preventing the sale, circulation and use of illegal drugs.”

“All distribution units should be identified and closed down,” BAPEC members say.

Describing parents as “the primary and principal educators of their children”, the Catholic Bishops invite them to become “more vigilant and to accompany their children along the path of their growth and personality development.”

“This necessarily requires an effective presence in the life of their families and close collaboration with schools,” BAPEC members say in their 13-point statement shared with ACI Africa.

They further say, “Educational institutions need to adopt special programs for sensitization and psychosocial support.”

“Young people should reject every inducement to these deleterious practices and respond to the call to become the evangelizers of their peers. No one can do this better than they,” the Catholic Church leaders say.

They call upon those involved in youth ministry in the Catholic Dioceses in their Province to “intensify catechesis and pastoral care of the youth.”

The Catholic Bishops lament the protracted conflict in the country’s Anglophone regions, including “the piteous and distressing cries of anguish”, which they say they hear every day as a result of “banditry, kidnapping, assassination, lynching, armed robbery, and the reckless use of force by some armed groups and some security agencies.”

“These ignoble acts are a violation of the Commandments of God: You shall not steal; You shall not kil,” BAPEC members say in the August 21 statement.

They emphasize the dignity of the human person created in God’s image and likeness and the sacredness and inviolability of human life, and reiterate their “call for dialogue, and their condemnation of violent methods of resolving disputes, because violence begets violence.”

“Evidence from all over the world demonstrates that violence usually leads to greater suffering than the ones it was supposed to remove – those who take the sword will perish by the sword,” the Catholic Bishops say.

They add, “It is not to be expected that everyone will always agree on every question, even the most fundamental ones.”

“Authentic social dialogue, which involves the ability to respect the other’s point of view and to admit that it may include legitimate convictions and concerns, is the surest path to durable peace,”  BAPEC members further say.

The all-powerful Minister-Secretary General at the Presidency of the Republic Ferdinand Ngoh Ngoh was interrogated by state prosecutors at the financial crime investigation unit of the Special Criminal Court in Yaoundé.

Ngoh Ngoh was seen by Cameroon Intelligence Report undercover reporter entering the Special Criminal Court headquarters in Yaoundé, although it remains unclear what he is being interrogated about. He reportedly left after around three hours audition.

We understand the President Biya acolyte was assisted by his lawyer and a close confidante.

Our source in the Special Criminal Court contacted by this reporter revealed that the highly placed political figure was interviewed after most of a $335 million loan from the IMF to combat Covid-19 could not be accounted for.

Some 15 cabinet ministers had earlier appeared at the audit bench of the Supreme Court and the Special Criminal Court to account for the funds.

Local and international media including Human Rights Watch reported gross cases of embezzlement.

In one case, the Ministry of Scientific Research received $9 million to produce the drug chloroquine. The ministry instead bought chloroquine amounting to 30 percent of the funds from China.

Other cases involve overbilling and failure to render services or provide supplies after payment.

Since the start of the COVID-19 pandemic in Cameroon in March 2020, the IMF has approved two emergency loans to the central African state totaling $382 million.

US: Police arrest a Cameroonian Woman, Raissa Kengne, for shooting 2 people dead 0

Raissa Kengne, a Cameroonian woman, has been detained in the US after she allegedly shot three people.

According to news sources, she was detained by Atlanta police in connection with the August 22, 2022 shootings of three people in Midtown.

The international airport of the city is where the shooting took place.

Westley Freeman, 41, of Atlanta, and Michael Shinners, 60, of Alpharetta, were both killed in the shooting, the Fulton County Medical Examiner’s Office says.

Raïssa Kengne is an information security manager who appears to have named two of the victims in a string of social media posts and a lawsuit alleging a conspiracy against her.

Freeman’s LinkedIn page describes him as an information security auditor who has worked at Ms Kengne’s former employer for nearly 17 years while Shinners is identified in Ms Kengne’s lawsuit as the general manager of her apartment complex at 1280 West Peachtree St.

In a 407-page complaint, Raissa Djuissi Kengne accused her former employer of conspiring with her building management company, her neighbours, and her own previous lawyers in order to retaliate against her.

“This case concerns the retaliation, persecution, harassment, intimidation, threats, burglary, computer hacking, phone spoofng, and other attacks the Plaintiff was subjected to upon reporting to the relevant authorities a violation of [various finance laws],” the complaint read.

Last week, the Cameroon Minister of Defense, Joseph Beti Assomo, announced that 929 military recruits had been dismissed from the military for having fake certificates. The minister added that no legal action would be taken against the criminals. The minister, however, added that the criminals had signed an undertaking never to engage in any form of crime, adding that the criminals would be closely monitored and that henceforth, the screening of recruits will be more rigorous. Cameroon Concord News sent out a team to the streets of Yaoundé to get the opinions of Cameroonians and this is what some of them had to say. For purposes of anonymity, we will only use the last names of those interviewed. 

Mr. Che (unemployed): I think it was a good thing the military did to rid itself of criminals who would have become an integral part of our defense forces. It is hard for a criminal to really become a good citizen. Because of their tricks, good citizens were left out. I think those who had good certificates but failed the exams should be brought in. However, the government should go after those who are manufacturers of fake certificates. 

Mr. Ndip (IDP):   What happened in the military is just a tip of the iceberg. Cameroonians have destroyed their country by engaging in criminal activities. How can we be sure that the military and Gendarmerie are not already full of people with fake certificates? The military has to conduct a real certificates audit for us to be sure that our security is in safe hands. We are now hearing that there are senior military officials with fake certificates. Can the military investigate this for us to be sure that we are really safe in this country?

Mr. Njoh (in Yaoundé to check on his documents): This does not come as a surprise given the rate of corruption in Cameroon. If almost a thousand fake certificates had been detected this time around, how many of such fake certificates holders are already in the police, army and gendarmerie? The government must conduct a total certificates audit of the civil service to make sure we have decent people in the system. Look at what has been happening in the country. Each time a criminal gang is dismantled, we realize that military men or police officers are part of the gang. This is testament to the fact that our uniformed officers are not men of honor.  We still have to conduct more checks to sanitize the system.

Ms. Ngando (civil servant):  I understand there is a lot of unemployment in the country, but those with fake certificates should not be considered as being unemployed. They do not have certificates and should not be part of the labor market. I have heard that there are lots of people in the civil service who are using the certificates of their brothers and sisters who are working abroad. Since their siblings will not be coming back to work in the country, they have now adopted the names and certificates of their siblings. This also needs to be checked out. In today’s Cameroon, we do not have to trust anybody. Our fellow citizens have become very fake. 

Ms. Ebenye (unemployed): Since I had my first degree from the University of Buea two years ago, I have been looking for employment and everything seems to be impossible. Many people have been telling me that I must have a godfather if not I will never succeed. If the 929 criminals made their way into the military, it means they had godfathers and that was why those fake certificates had to be certified for them to be genuine. While the criminals have been sent home, the government must ensure that their networks and godfathers should never be active again. The country’s security forces should seek those networks and destroy them so that those of us with genuine certificates can have a place under the sun. I hear the student residential areas in Buea and Yaounde are the headquarters for the fabrication of these certificates. The government should investigate these allegations. These unfortunate situations are ruining our country’s reputation.

Mr. Agbor (retiree): This is no news. This practice has been going on for a very long time. If the government wants to clean up the system, it must come up with a system that will enable it to determine if certificates submitted for employment in the country are genuine. Like someone said today during Cameroon Calling on CRTV Radio, the government should come up with a consolidated database for all schools authorized in the country where those certificates can be certified before employment is granted to anybody. We now have recruits who have been trained in the handling of weapons and have been sent home. Are we sure they will not go home to form gangs or even join the ranks of Amba fighters to continue stoking the war that is tearing that part of the country apart? This is not the first time we are hearing of fake certificates in the country. Many years ago, FEICOM hired many women, most of whom were the wives of ministers and directors and who did not have the right certificates. It is alleged that some of those certificates came for the University of Yaounde II (SOA). The government should investigate the authorities of that university. Even officials of the ministry of higher education should be investigated because it is alleged that they are aware of some of those fake certificates.

US: Biden’s Covid advisor Anthony Fauci to step down in December 0

President Joe Biden’s Covid advisor Anthony Fauci, America’s top infectious disease expert who became the face of the country’s fight against the pandemic, announced Monday that he will step down in December.

Fauci said in a statement he would be leaving both his position as director of the National Institute of Allergy and Infectious Diseases (NIAID), and that of chief medical advisor to Biden — though he added: “I am not retiring.”

The 81-year-old, who previously disclosed plans to leave by the end of Biden’s current term, announced he would go in December to “pursue the next chapter of my career.”

Biden extended his “deepest thanks” to Fauci in a White House statement.

“Because of Dr. Fauci’s many contributions to public health, lives here in the United States and around the world have been saved,” the president said, adding that the country is “is stronger, more resilient, and healthier because of him.”

Fauci has helmed the United States’ response to infectious disease outbreaks since the 1980s, from HIV/AIDS to Covid-19, and has served under seven presidents.

When Covid first spread globally from China in 2020, he became a trusted source of reliable information, reassuring the public with his calm and professorial demeanor during frequent media appearances.

But his honest takes on America’s early failures to get to grips with the virus brought Fauci into conflict with former president Donald Trump, and turned the physician-scientist into a hated figure for some on the right.

Fauci now lives with security protection after his family received death threats and harassment.

Biden said that after winning the 2020 election, as he was trying to build a team to lead the Covid-19 response, Fauci was “one of my first calls.”

“In that role, I’ve been able to call him at any hour of the day for his advice as we’ve tackled this once-in-a-generation pandemic,” the president stated.

Cameroon Football Association boss, Samuel Eto’o has hinted that Cameroon coaches and scouts will attend Ghana’s international friendly against Brazil scheduled next month.

The West African country who are four times champions will face the five-time World Champions in a friendly game as part of preparations ahead of the 2022 World Cup in Qatar later this year.

The Indomitable Lions have been drawn in Group G alongside Brazil, Serbia, and Switzerland in the global showpiece.

However, Cameroon will face Cameroon in the final group game on December 2, 2022.

Speaking in an interview on Accra-based radio station Joy FM on Ghana’s friendly lineup against Brazil, Samuel Eto’o hinted that the technical team will be keeping an eye on that game.

“I believe one of Cameroon’s coaches will watch Ghana vs Brazil friendly anticipate and know what to expect,” the former Barcelona and Inter Milan forward said.

Samuel Eto’o is currently in Ghana for ambassadorial activities for Qatar ahead of the World Cup.
