The secrets of the rivalry between Prime Minister Joseph Dion Ngute from Southern Cameroons and Laurent Esso, the Minister of Justice who hails from the Littoral region in French Cameroun two key figures of the Biya regime is now making headlines in Yaoundé.

It is not an ‘entente cordiale’ reported the Paris based Jeune Afrique as the senior French Cameroun political figure Laurent Esso has blatantly refused to attend cabinet meetings held at the Prime Minister’s Office ever since Dion Ngute was appointed Head of Government in 2019.

Cameroon Concord News understands Minister Esso has simply been ignoring the convocations from Joseph Dion Ngute. The Esso-Dion Ngute conflict took a dramatic turn for the worse recently when Minister Laurent Esso again refused to travel to Douala as assigned by the Prime Minister for a planned meeting with the Inter-Patronal Group last April. Dion Ngute braved the bad roads to Douala and participated in the atelier that grouped the largest union of employers in Cameroon. 

The trade unions reportedly submitted their proposals for a peaceful resolution of the Southern Cameroons crisis and announced a huge financial contribution to the reconstruction effort of towns and villages ravaged by the conflict in Ambazonia.

Dion Ngute is opposed to Laurent Esso who prefers the use of force against the people of Southern Cameroons. The two men are however among the most senior members of the current cabinet.

Ngute is 67 years old while his rival, Esso is 78.

The seventh term of Cameroon’s president Paul Biya theoretically ends in 2025. By then, he will be in his 90s. Conversation has naturally turned to the question of who will succeed him. His 48-year-old son, Franck, is increasingly being linked with the role. His supporters of course deny there is a plan for him to take over, and the first family refuses to comment. But even if it is not they who are putting his name forward, someone is. Many someones. Enough someones that young Franck has become the topic du jour in local and social media.

After nearly four decades of rule by Biya senior and facing ongoing issues, such as the state’s violence towards the English-speaking south, the question of who will be Cameroon’s next president has become a hot topic.

Facebook Pages and groups like Mouvements des Frankistes, Franck Biya pour 2025 and Franck Biya For President, have been vocal in promoting him as the next president.

Some of the people behind these groups insist Franck himself is not driving any of this. Mohamed Rahim Noumeu, of the Citizens Movement in Support of Franck Biya for Peace and Unity in Cameroon, tells The Continent: “Contrary to rumours, no member of the government is with us, for the first time in Cameroon history, we have created a spontaneous movement of compatriots that is not submissive to elites or other policies – not even to Franck Biya.”

The movement has more than 50,000 members, with delegations across the 10 regions of Cameroon. Rahim says the group’s primary objective is to ensure a peaceful transition. “Some of the main causes of unrest in our young states and even in the West are poorly negotiated political transitions; we need to ensure that doesn’t happen here.”

Franck Biya, a Cameroonian businessman is also the son of President Paul Biya. Does this mean he will be president, too?

The movement’s secretary-general, Bega Gamaliel, says it isn’t unlawful for Franck to stand for president, so it would be up to voters to decide “through the ballot box”.

Walang Michael, director of the Madiba Leadership Centre, says it seems likely that the touting of the younger Biya for president is a way for politicians with existing power to protect themselves. “The Franck Biya leadership saga is a creation of powerful and influential political cowards who do not have the courage to pay for their crimes as many of their contemporaries have done – and are still doing – in Kondengui prison in Yaoundé.”

Michael says an electoral win for Franck would show that results were “highly rigged and falsified” as he does not have a political base.

Recent events in Chad, though, with Mahamat Idriss Déby taking power after his father’s sudden death, show that hereditary rule in ostensibly democratic countries is not unusual. Powerful families around the world have the connections and resources to retain dynastic power.

Something is clearly happening in Cameroon. As the Biya patriarch heads towards his 90th birthday, the stakes are high and the political class is manoeuvering to secure its future.

Biya Junior is keeping quiet. It might take the death of his father, or the 2025 elections, to give Cameroonians clarity on where he stands. For now, the campaigns in his name continue.

The Russian developer of office software for joint work on documents and communications, has signed a Memorandum of Understanding (MoU) with the Ministry of Primary Education of the Republic of Cameroon for the supply of one million licenses of MyOffice software to all schools around the country.

 The event took place in Yaoundé, the capital of Cameroon, with the direct support of the Ministry of Foreign Affairs of Russia, represented by Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Republic of Cameroon, Mr. Anatoliy Gennadyevich Bashkin.

 The memorandum was signed by, Minister of Primary Education of the Republic of Cameroon, Mr. Laurent Serge Etoundi Ngoa and founder and managing partner of Carousel Finance SA, Mr. Jafar Hilali, a master partner for distribution of MyOffice in African countries.

The signed memorandum provides for collaboration in the form of a public-private partnership, under which Carousel Finance SA is to supply one million MyOffice licences to primary and secondary schools in the Republic of Cameroon over a period of 10 years, and the educational institutions will receive MyOffice software free of charge.

The memorandum was signed during a business mission held in the country, which entailed a series of meetings at the highest state level. For example, at a meeting with Prime Minister of the Republic of Cameroon, Mr. Joseph Dion Ngute, the parties discussed the current challenges in the sphere of information security faced by leaders of the republic, and discussed proposals for developing a digitization program in the country using Russian software.

“Signing the memorandum became a logical continuation of the collaboration with MyOffice. Last year, we initiated pilot projects for implementation in 10 schools around Cameroon, which demonstrated their effectiveness as part of the school program.

“Our approach to teaching children involves not only the transfer of fundamental scientific knowledge, including natural sciences, but also the development of digital literacy skills among the younger generations.

“We are interested in using the safe Russian software MyOffice in our teaching practices, and starting from today, it will be delivered to all schools around the country,” declared Laurent Serge Etoundi Ngoa, Minister of Primary Education of the Republic of Cameroon.

“MyOffice arouses genuine interest among African countries that are taking their first steps on the road to civilization and facing new challenges in the field of IT. The Republic of Cameroon was one of the first to prioritize the development of its digital sovereignty; it recognized the need to upgrade its own proprietary infrastructure, and has already seen the first positive results of pilot projects to implement Russian software. The official agreement was a confirmation of the Government of the Republic of Cameroon’s serious interest in switching to modern and safe MyOffice products,” stated Jafar Hilali, founder and managing partner of Carousel Finance SA, a master partner for distribution of MyOffice in African countries.

“The Republic of Cameroon aims to become a leader on the African continent by providing its citizens with modern digital services and support. Today, 14per cent of the population have Internet connection, and the total length of high-speed communication lines exceeds 8,000 km. It is clear that implementing digitization in the country would be impossible without first providing training and developing digital literacy. Switching to the modern Russian software MyOffice in Cameroonian schools will make it possible to achieve this goal more quickly and easily,” said the managing partner of Carousel Finance SA, Gleb Cheglakov.

A tyrant is a cruel leader who is unrestrained by law. Tyrants often use oppressive means against their people and others to achieve their objectives. Following the deaths of Nfon Victor Mukete and Hon. Emilia Lifaka Monjowa, a tyrant has reared its ugly head in the Manyu CPDM political space-he is Victor Mengot the Minister of Special Duties at the Presidency.

 Mr. Victor Mengot Arrey Nkongho (to use his four names) has creatively imposed financial obligations on all Manyu folks who are either employed or contract their services to the ruling CPDM.

Minister Victor Mengot is no stranger to controversy. He has made a career of always being associated with calamity, dishonesty, and criminality. His meteoric rise to the top echelon of the CPDM crime syndicate tells it all. Since the death of Nfon Victor Mukete, he has taken his illicit tendency and nuisance level to overdrive by opening a WhatsApp forum to harass poor Manyu men and women into paying for the funeral of a man whose family does not need the money.

Victor Mengot as the moderator of the Manyu CPDM Chat Forum he created wrote, “After a close review of the above list it is evident that quite a number of our sons and daughters of Manyu, Comrades of our great Party the CPDM whose names don’t figure either negligence or unawareness. Quite a number of us have just recently been honoured by the establishment with political cum professional promotions and we need to take this opportunity to make ourselves known and amends. Dear Comrades if you know a brother or sister, who should be on the Manyu Fora and is not, then give them a helping hand and in-box the Administrator. Thanks for your understanding” Victor Mengot

Nfon Victor Mukete, Paramount Ruler of the Bafaws, is a man with exceedingly vast financial resources. Therefore, the idea that people who are struggling to put food on the table should contribute towards his funeral is preposterous nonsense. But Manyu politics under Victor Mengot has been consistently inconsistent!! To be sure, he is always making the same errors or falling into spectacular new ones! To Minister Mengot, politics is a game for self-aggrandizement and primitive material acquisition, not an opportunity to deliver best practice and leave a rich legacy.

As we reported earlier, cat calls have greeted Minister Victor Mengot’s diabolic harsh ploy with many Manyu CPDM barons already at daggers-drawn positions.  In a recent meeting, many wondered aloud if Victor Mengot Arrey Nkongho is now the Minister for Wakes and Fund-Drives. What is even more disturbing is the kind of silence of the lamb that he (Mengot) maintained when Chief Tabetarh the traditional ruler of his native Mbinjong died. Mengot issued a poorly worded statement which was ignored by the Tabetarh family.

Senior Manyu political elites are mistrustful of the motives behind this Mukete fund-drive and one of them (names withheld) was heard murmuring privately that Minister Mengot intends to use the Mukete Fund Drive to reconstruct his house in Mbinjong that was destroyed in 2018 by Southern Cameroons pro-independence forces after he blatantly refused to comply with directives from Ambazonian Revenue Officers.

A cross section of the so-called Yaoundé Manyu CPDM militants and elites consider the Victor Mengot Chief Mukete Fund Drive unwise and unacceptable and many in the nation’s capital are in shock with Minister Mengot’s astonishingly low sense of judgment.

On his Chart forum, Minister Mengot again wrote, “Good morning Comrades. Today is Friday May 07, and the deadline for closing of this condolence list is Sunday 09 May, 2021. We know that times are hard and do complement those who have so far honoured their Division. Going through the list of those who have already responded to the appeal, it is evident that many a top Manyu political elite: National as well as Regional Parliamentarians, Director Generals, Technical Advisers, Directors, Deans of faculties and other Heads of institutions, Sub directors, Chiefs of Service, Mayors, Principals, are yet to make the gesture or have simply decided to chip in much less than is expected of them. Victor Mengot.”

On Victor Mengot’s infamous list, Cameroon Concord News observed that veteran Southern Cameroons journalist Eno Chris Oben had donated CFA 10,000 FRS.  Five years ago, we met Mr. Chris Oben in Buea during the Mount Cameroon Race of Hope and he looked scruffy and desperately hungry.

Mr. Jerry Akomara, son of Late Chief Akomara of Kendem, donated CFA 25,000 FRS as the Kendem Diaspora aggressively solicits funds to bury his father. It was rumored in Yaoundé that his father’s remains were delayed before given a place in the mortuary for lack of financial resources. Somehow, he has managed to find money to pay for the funeral of Chief Mukete. Unfortunately, his donation has now shattered the hard work of the Kendem Diaspora, and he will now pay dearly for this lack of sound judgment.

Chief Micheal Oruh of Mkpot, a fugitive wanted by the Ambazonian Justice system for multiple crimes including murder and land-grabbing, paid CFA 30,000 FRS for the funeral of Chief Mukete.  The list includes donors who rely on handouts from their children or relations abroad but have complied for fear of being branded disloyal to the CPDM.

Recently, Victor Mengot opined that, “as the curtain gradually draws to the close of our financial efforts may I avail myself of this singular opportunity to congratulate the Eighty something Comrades who have so far stood up for Manyu Division. We are well over 5 Million Francs CFA and counting. There has never been any doubt of our strength in unity. To God be the glory as we seek to spread compassion within our community. Stay blessed and safe from the pandemic.”

Minister Mengot’s conduct has been shameful, disgusting and disgraceful! Never has Manyu been so disappointingly represented at the French Cameroun national level of politics. The days of political titans in the magnitude of SA George, SE Ncha, Hon WNO Effiom, Sessekou Enow Tanjong, Chief ET Egbe, and Michael Tabong Kima are indeed over. Today, the political bar in La Republique du Cameroun is so low that Manyu suffers the ignominy of being represented by a show Boy they call Victor Mengot.

However, considering the fact that the Whiteman who invented the airplane has until today not been able to create a garage for its repairs up in the air! It is a truism that everything that goes up must come down. No political life goes on forever. If it did, Chief Inoni Ephraim, Edgar Alain Mebe Ngo’o, Marafa Hamidou Yaya, Professor Gervais Mendo Ze, and many would still be parading the imposing CPDM corridors of power.

Victor Mengot must know that political life in the CPDM is perilous, and a wise political operator builds bridges with his people. But, as his style is arrogance, his fall will be greater than Humpty Dumpty. In Arrow of God, Chinua Achebe stated that no man, however great, can win judgment against his people and even if you win, your people would say you betrayed them. That is why we of the Concord Group think that the Manyu Mukete Fund Drive may as well be Victor Mengot’s last journey of many dangers.

According to prosecutors at the Special Criminal Court in Yaoundé, the former Minister of Defense Edgard Alain Mebe Ngo’o is one of the richest men in Cameroon.

A Special Criminal Court investigation revealed that Edgard Alain Mebe Ngo’o and his wife Bernadette own 53 buildings, 39 vehicles and a business empire.

They also have 24 bank accounts harbouring the sum of 781,200 Euros in France and three bureau de change trading on American and Canadian dollars and in Belgium specialize in Congolese francs. The couple’s bank accounts are both in France and in Cameroon.

The former President Biya acolyte has an impressive fleet of cars. At the end of the investigation, the list of Mebe Ngo’o’s assets updated on 10 May included 39 luxury vehicles.

The couple became rich during the meteoric rise of the former minister who held several high positions in the Cameroonian administration.

Placed on a pre-trial detention at the Maximum Security Prison in Kondengui on March 8, 2019, the former member of government and his wife are prosecuted under Operation Sparrowhawk, for alleged misappropriation of public funds, violation of the code of public procurement, illegal financial transactions, bribery and aggravated money laundering

Edgard Alain Mebe Ngo’o is accused of having taken bribes during the purchase of military equipment and for which he reportedly inflated the price to the detriment of the public treasury.

According to the prosecution, the damage resulting from the overcharged contracts at the Ministry of Defense is 25 billion 529 million 473 thousand 265 FCFA.

The Ministry of Finance estimates the losses resulting from the said fictitious contracts for the acquisition of military equipment at 2 billion 650 million 777 thousand 479 FCFA.

The responsibility of Edgard Alain Mebe Ngo’o was to ensure that the military equipment ordered was actually delivered before payment was made and that the pricing was effectively discussed by military experts.

At the opening of the proceedings on 28 September 2020, the accused pleaded not guilty. The hearing on 10 May was suspended and postponed to 25 May 2021.

Cameroon Concord News understands on the 23 and 24 June the proceedings will continue.

Former South African president Zuma’s corruption trial delayed to May 26 0

The start of the corruption trial of South Africa’s scandal-tainted ex-president Jacob Zuma, which was slated to start on Monday, has been postponed to May 26, a judge said.

Zuma is facing 16 charges of fraud, graft and racketeering relating to a 1999 purchase of fighter jets, patrol boats and military gear from five European arms firms for 30 billion rand, then the equivalent of nearly $5.0 billion.

The 79-year-old Zuma, who was at the time serving as deputy president to Thabo Mbeki, is accused of accepting bribes totalling four million rand from one of the firms, French defence giant Thales.

The case has been postponed numerous times as Zuma lodged a string of motions to have the charges dropped.

In the latest snag last month, all of Zuma’s lawyers quit without explanation.

But his new lawyer, Thabani Masuku, told the court Monday: “Zuma is ready to proceed with trial, he has always been ready to proceed with trial”.

Zuma has previously described the trial as a “political witch hunt”.

Nearly everyone rose as Zuma, dressed in a dark blue suit, entered the wood-panelled courtroom at the Pietermaritzburg High Court.

In response, he clasped his hands in front of his chest.

A man in the public gallery chanted “Long live Jacob Zuma, long live!”

Dozens of people, including senior ruling African National Congress (ANC) officials like the recently suspended party secretary general Ace Magashule, rallied in a show of support for the embattled former head of state.

“I am here to support president Zuma,” Magashule told AFP, dismissing the trial as “so political”.

A crowd of supporters dressed in yellow party T-shirts chanted outside the court house, waving ANC flags.

“We should allow president Zuma, with grace and dignity, to rest at home,” said ANC lawmaker and former North West provincial premier Supra Mahumapelo.

He said Zuma has “consistently maintained no one is above the law. He has always submitted himself to the law. But at his advanced age, he should be allowed to go into obscurity and we to move forward as a society.”

In power between 2009 and 2018, Zuma was forced to resign by the ANC after a mounting series of scandals.

His successor Cyril Ramaphosa has vowed to root out corruption.

Ambazonia Restoration Forces are now in control of more than a third of Lebialem County after heavy fighting with Cameroon government troops. It is a major blow for the Biya French Cameroun regime that recently withdrew all civil servants including teachers and medics from the area.

Yaoundé said government troops were currently being deployed to the outskirts of Lebialem and a major offensive is being considered.

Thousands of natives have fled the besiege division after several weeks of intense fighting. Hundreds of families have been displaced.

The so-called Senior Divisional Officer for Lebialem has been driven out of the constituency as Amba fighters continue with self defense operations.

After further fighting last month, Cameroon government soldiers are reported to have lost all of their security check points between Lebialem and Dschang and Lebialem and Upper Banyang leaving Biya and his Paul Tasong gang with under two-thirds of the territory.

Vice President Dabney Yerima of the Southern Cameroons Interim Government told Cameroon Concord News that Restoration Forces had made a tactical withdrawal to more defendable front lines throughout the entire Federal Republic of Ambazonia but Amba  advances will resume anytime soon with the big rubbergun project.

Cameroon government troops have also abandoned their security checkpoints in Akwaya and the Mamfe-Ekok road following several attacks from Southern Cameroons fighters, according to monitors.

Ambazonia Restoration Forces killed around 600 Cameroon government soldiers in several attacks on army bases and check points in the North West region, security sources hinted Cameroon Intelligence Report on Sunday.

An elderly Roman Catholic cleric in Bamenda who confirmed the toll added that the soldiers were all buried in a mass grave in a secret location in Bamenda and their respective families have still not been informed of their demise.

The January-April Cameroon military casualty remains the highest since Minister Paul Atanga Nji told state radio and television that the 88-year-old President Biya had won the war against Southern Cameroons separatist fighters.

Ambazonian fighters reportedly staged many of the attacks on the Bamenda-Bali Highway and also on the trunk B road leading to Mbengui.

Many Cameroon government army soldiers are missing, our sources said. A man of God hired by the army to perform last religious rituals for the slain soldiers said more troops were killed on the Bamenda-Santa main road.

We understand most of the rural areas in Southern Cameroons are still under the control of the Southern Cameroons Self Defense Forces loyal to the Ambazonia Interim Government of Vice President Dabney Yerima.

Four security sources revealed to CIR that the January-April death toll was not final.

Leaders from more than a dozen African countries will attend a summit in Paris from Monday to discuss their financial needs after the Covid-19 pandemic. Ahead of the gathering, the head of the International Monetary Fund, Kristalina Georgieva, has told FRANCE 24 the international community must step up efforts to ensure a “dangerous divergence” of fortunes between advanced and developing economies is avoided. “This divergence would mean more insecurity, more instabilty and lost opportunities for the world economy to grow,” she warned.

Georgieva said she hoped a planned $650 billion increase in the Fund’s reserves, known as Special Drawing Rights, could be used as a way for richer countries to provide more help to those in need.

“We have done it, we can do it again,” she said. “Of course it is up to our members, but I was so encouraged to hear many countries stating that they want to see an on-lending done to help the countries that are in dire need.”

On the issue of debt relief, the IMF chief pointed to efforts underway at the G20 with Chad, Zambia and Ethiopia trying to overhaul their debt burdens.

Georgieva said she believed the outcome of the talks could encourage other countries to enter the process: “That would allow us to bring down the dangerous levels of debt in countries that are suffocating under a high debt burden.”

“This is the kind of situation where you need all hands on deck,” she said, calling on indebted countries, the international community and the private sector to work together on the issue.

There has been intense speculation surrounding the future of Anguissa in the last period.

The reports in England suggested that Everton are linked with surprise move for Fulham midfielder Andre-Frank Zambo Anguissa.

The 25-year-old has been subject to interest from various European clubs.

The Cameroon international joined Fulham from Marseille for a fee in the region of 24.85 million euros in August 2018. His contract expires in the summer of 2023.

The midfielder has provided three assists in 34 matches this term on all fronts.

Andre-Frank Zambo Anguissa has also left his mark at the international stage after netting three goals in 26 senior appearances for the Cameroon national team.

His performances have seen him become the target of many European clubs including Everton.

The report details that Carlo Ancelotti feels his midfield currently lacks some bite and that he could strengthen this summer.

Ancelotti is a firm fan of Fulham midfielder and Everton could make a move for the player if the financial aspect makes sense.

The Toffees are desperate to make an impact in the summer transfer window.

The Cameroon international will offer the Everton boss the freedom to be more flexible with his formations, tactics and team selections.

According to the report, “Everton are chasing Fulham midfielder Andre-Frank Zambo Anguissa for the summer market. Calciomercato reports Everton are lining up move for Zambo Anguissa. The Cameroon international has been ever-present for Scott Parker’s side this season, playing in 30 of their 34 Premier League games.”

If Everton can agree on a fee with Fulham, the deal should be easy to complete. Fulham are preparing to sell their midfielder should they receive right offer for him.

Andre-Frank Zambo Anguissa ideal fit for Everton? If Anguissa is available for the right price, then he could be a clever acquisition for Everton.

The Premier League side need to add more depth to their midfield and the 25-year-old would be a good signing.

Andre-Frank Zambo Anguissa has all the skillset required to be a success story at Everton. Therefore, it makes sense for Ancelotti to step up his attempts to bring the Cameroon midfielder to Everton.

It will be interesting to see if the Toffees can beat their rivals to the midfielder’s signature.
